To avoid a tax penalty, you can sign up for coverage anytime up until mid-February. And if you want coverage beginning on Jan. 1, you don’t have to be signed up until Dec. 15.
So one option is just to wait awhile. The website woes may get patched up, or it’s conceivable the deadlines could shift.
