The ninth-lowest state on the list has individual schools at opposite ends of the debt spectrum. Kentucky State University in Frankfort was among public schools with the largest average debt loads found in the study, while Berea College in Berea had one of the lowest average debt loads among private schools. Berea College, in fact, is considered a “work college” – all students have work study jobs, and their tuition and fees are covered by the work they do and/or scholarships.
