Originally it had been announced that two tributes would be allowed to win if they were from the same district. Because they are both from District 12, Katniss and Peeta imagine that they are finished with the competition once Cato is killed. However, announcer Claudius Templesmith then says that the rules have been changed: only one person can win. Rather than be forced to try to kill one another, Katniss gives poisonous berries to Peeta, and the two say they will commit suicide, hoping that the Capitol will take action to prevent them, preferring two victors to none. Their plan works, and the two are saved, though their rebellious actions will have consequences later on.
