Haggard, who co-wrote "Muskogee" with writer Roy Edward Burris, released the song in 1969 shortly before his album of the same name came out. A live version of the song, released after the original single, was recorded at one of Haggard's concerts and later released. The song was recorded during a concert which took place in Muskogee, Okla., and had background noise of the crowd cheering and one audience member yelling, "Tell it like it is!"
