All of the schools surveyed list some policy relating to the length of shorts, skirts, and dresses, though they define "too short" very differently.
About 30 percent of schools surveyed say that shorts, skirts, and dresses should extend at least as far down the leg as fingertips dangle. Others dictate a specific number of inches of bare skin that can be exposed above the knee. Clearwater High School in Florida goes one step further and insists that shorts and skirts actually reach the knee.
