The president is a good speaker, and his writers are competent at what they do. But they were in a tough rhetorical situation. A call for either war or peace can be a rallying cry.
But what the president called for was in a foggy netherworld. “Let's get ready for a military attack that we hope we don't have to launch so that an evil dictator will give up chemical weapons while remaining in power!” It was really inspiring if you think that ambiguity and ambivalence are inspirational.
