Gen. David Petraeus wants the aid as a tool to help win the war. But a House panel, citing widespread corruption in Afghanistan, voted to withhold the aid.

Allegations that Afghan officials and foreign contractors are stealing much of the country’s foreign aid has compelled a House committee to vote down a request for $4 billion in US aid. But Gen. David Petraeus says the money is needed for the counterinsurgency strategy against the Taliban and for quick development of the country.

Will withholding the aid force President Hamid Karzai and other top officials to crack down harder on corruption? Can the country's culture of corruption be curbed quickly?
