Former president Harry Truman called Kennedy in July, 1963, after Kennedy spoke on television about the Nuclear Test Ban Treaty. Truman was effusive in his praises for Kennedy. "My goodness, maybe we can save a total war with it," he said. "If you could say something tomorrow, I think that'd really give us a lift," Kennedy told him, referring to a public statement to the press. Truman agreed. "I'll be glad to say it.... I want to do whatever will be helpful to you," he said.
