Urban 'enterprise zones' proposed by Reagan

President Reagan proposed legislation to create economic ''enterprise zones'' in inner cities and rural areas with high unemployment. The plan, which he sent to Congress, would offer tax incentives and relief from government regulations to businesses that locate in the proposed zones.

Mr. Reagan said reductions in taxes, regulations, and other burdens on business can ''create a productive, free-market environment in economically depressed areas.''
