The Japanese government, under pressure to reduce its trade surplus with the United States, is considering a plan to buy additional US grain, which would be passed on to third countries as food aid, foreign ministry officials said. They said this would be one way to help redress Japan's trade surplus with the US, which in 1981 totalled $18 billion.
