Housing vouchers may miss the poorest

A General Accounting Office report questions President Reagan's proposed housing policy for the poor which would rely on vouchers instead of new subsidized housing.

The report questions whether the most serious problem facing poor people in need of housing is that of affordability or availability.

Suggesting vouchers might work to exclude the very poor from the program, the report said, ''Larger households and female-headed minority households are more likely to encounter discrimination and therefore inhabit substandard housing.''
