Reagan plan to address Parliament sparks dispute

A political dispute erupted over a White House announcement that President Reagan would address a joint session of Britain's Parliament this summer.
British officials appeared annoyed at being caught off guard by the announcement and said arrangements for Mr. Reagan's visit in June were not settled.
Prime Minister Margaret Thatcher hastily invited Labor leader Michael Foot to see her and discuss the announcement. But Mrs. Thatcher's move came too late to prevent one Labor member of Parliament from saying he would boycott Mr. Reagan's speech, which would be the first ever to the combined houses of Parliament by an American president.
