Brezhnev broaches treaty with Japan on A-weapons

Soviet President Brezhnev proposed a treaty with Japan under which Moscow would pledge not to use nuclear weapons against it in return for Japanese assurances not to station atomic warheads on its territory.
Mr. Brezhnev's remarks were made in reply to a letter sent him and President Reagan by an unnamed group of Japanese writers campaigning for disarmament, according to the Soviet new agency Tass.
